EU Unveils €20 Billion Fund to Boost AI Supercomputing Capacity

On February 11, the European Union unveiled a €20 billion fund, InvestAI, aimed at strengthening AI supercomputing infrastructure. This initiative will focus on enhancing the computational power required for developing large-scale AI models, with the goal of providing access to cutting-edge technology for businesses of all sizes.
The InvestAI fund will draw from existing EU programs, including the Digital Europe Program and Horizon Europe, and is designed to attract up to €200 billion in total investment. This includes potential contributions from EU member states, private sectors, and the European Investment Bank. EU Commission President Ursula von der Leyen described it as the world’s largest public AI investment, projecting a tenfold increase in private investment as a result.
This move comes as a response to the U.S. “The Stargate Project” , worth $500 billion, and follows an announcement by French President Macron of a €109 billion plan to develop a European version of the “Gateway.” France has already selected 35 locations for data centers.
Additionally, the rise of China’s DeepSeek model, which demonstrates that AI systems can be built with minimal investment, has drawn attention from the industry.
Henna Virkkunen, the EU Commissioner for Digital Sovereignty, noted that the fund will particularly benefit AI startups that often struggle to access sufficient computing resources. The EU plans to quintuple its supercomputing capacity within a year and will continue to seek additional investments to expand this initiative.
This fund builds on the EU's previous commitment to invest €2 billion in creating seven AI-optimized supercomputers, with plans for five more soon.
