Prior to Monday's rebound, both the Dow and the Nasdaq were nearing "technical correction" territory (defined as a 10% drop from recent highs), having retreated approximately 9.8% as of last Friday. The S&P 500 had fallen roughly 7% from its peak.

 

Art Hogan, Chief Market Strategist at B. Riley Wealth Management, remarked: "The market was desperate for any piece of good news, and on the surface, this looks like the best news we could hope for. With downward pressure on energy prices, the market is like a compressed spring ready to bounce back."
